OPDC consultation: Community Infrastructure Levy and Article 4 Direction


The Old Oak and Park Royal Development Corporation (OPDC) is consulting on two planning documents from 28th November 2022 to midnight 23rd January 2023:

. Draft Community Infrastructure Levy (CIL) Charging Schedule
. A proposed Article 4 Direction

The CIL charging schedule is a locally set charge on new development which a local planning authority can choose to introduce in addition to Section 106 planning contributions. The levy is based on the size and type of development and once set, is mandatory to pay and non-negotiable. The funds raised would be used to deliver infrastructure which is required to support new development within the local area.

The proposed CIL rates in the draft Charging Schedule are based on the conclusions of OPDC’s CIL Viability Assessment evidence document. Through this consultation, OPDC want your views on the draft Charging Schedule and associated evidence base documents. The consultation will be followed by an examination in public of the draft Charging Schedule, to be conducted by an independent examiner, prior to the proposed adoption of the CIL Charging Schedule.

OPDC is also proposing to implement an Article 4 Direction within the areas of the Island Triangle/Old Oak Lane Conservation Area, Wells House Road, Midland Terrace/Shaftesbury Gardens, Western Avenue and the Wesley Estate. This would mean that homeowners would be required to seek planning permission to convert their homes into houses in multiple occupation (HMOs) from 1ST December 2023.
